West Wimmera Shire was created in 1995 by Order of the Governor in Council published by Victorian Government Gazette No. S4 20th of January 1995. It consists of the former Shires of Kaniva (VA 2443), Kowree (VA 2453), Arapiles (VA 2374) and Glenelg II (VA 3733).
The creation of the West Wimmera Shire was constituted as part of a state-wide program of local government reform between 1993 and 1995. This reform reduced the number of councils from 210 to 78.
