Officially known as: Department of Energy, Environment and Climate Action
On 1 January 2023, the Department of Environment, Land, Water and Planning (DELWP) (VA 5036) was renamed the Department of Energy, Environment and Climate Action (DEECA) by Order of the Governor in Council under section 10 of the Public Administration Act 2004 (Victorian Government Gazette, S 673,5 December 2022). The name change was part of machinery of government changes made by the re-elected Labor Government under the leadership of Premier the Hon Daniel Andrews MP following the November 2022 State election.

As part of the machinery of government changes, the agriculture and resources portfolios moved from the former Department of Jobs, Precincts and Regions (VA 5251) into DEECA.  

The planning portfolio moved from the former DELWP (VA 5036) into the renamed Department of Transport and Planning (DTP) (VA 5286). Land Use Victoria (VA 862) also moved from DELWP into DTP.  

The Department’s primary functions were energy, environment, water, agriculture, forestry, climate action and emergency management. It was also responsible for the establishment of the new State Electricity Commission Victoria (SECV).

Responsibility for Acts was transferred to DEECA from DELWP under Administrative Arrangements Order No. 251 (Victorian Government Gazette, No. S 717, 19 December 2022).

DEECA supported the following ministerial portfolios: Climate Action; Energy and Resources; State Electricity Commission; Environment; Water and Agriculture.

As at 1 January 2023, the Department comprised of the following administrative groups:

DEECA oversaw and supported a number of entities and small committees of management of crown land reserves. The functions undertaken by these entities related to managing, consulting and/or advising in relation to public land, water, energy and environmental resources and planning and local infrastructure.
