Officially known as: Railway Construction and Property Board
The Railway Construction and Property Board came into operation on 22 February 1980 following the passing of the Railway Construction and Property Board Act 1979. The Act reconstituted the Railway Construction Board VA 691 as the Railway Construction and Property Board.

The Board was responsible for the:

- construction and completion of all railway lines,

- development and management of railway land not used directly for railway purposes, and

- management of railway housing no longer required.

The Transport Act 1983 (No.9921) significantly restructured the administration of transport functions in Victoria. Under the provisions of the Act, a State Transport Authority (VA 1038) was established in 1983 succeeding the Victorian Railways (VA 2876) and the Railway Construction and Property Board (VA 615), as the authority responsible for the operation of intrastate and interstate freight and passenger services by rail and road outside the Melbourne metropolitan area.
