The Victorian and South Australian Railways Dynamometer Car was used for the testing of locomotives throughout both states. The car came into service in January 1933 following upon an agreement made between the two state bodies in July 1932 which set out the responsibilities and obligations for the costs of establishment and operation and the operational requirements for the use of the car. Both states were responsible for repairs and maintenance with usage to be shared in the ratio of 3:2 in Victoria's favour, that state having contributed more for the initial establishment.
