PROV has released the new PROS 26/01 Access Standard which can be found on the Standards Framework webpage.

PROS 19/06 Access Standard has now been revoked.

Thank you to those involved in the Stakeholder Advisory Group and other interested parties for providing feedback on the revised Standard.

Changes to the Standard

The revised Access Standard:

  • strikes a balance between openness and transparency of government with security and privacy considerations, which was a less pressing issue during the last update
  • incorporates extensive feedback from OVIC to guarantee alignment with other information governance standards
  • revises terminology around personal and sensitive information to avoid confusion between information governance standards
  • reduces overlap between the Access Standard and other PROV Standards, particularly the Create, Capture and Control Strandard.

A high-level overview of changes is as follows:

Principle/RequirementChange made

Principle 1

Requirement 1.1

Requirement 1.2

  • Wording changes

Stakeholders felt that wording needed to be strengthened.

Principle 2

Requirement 2.1

Requirement 2.2

Requirement 2.3

Principle 2 and 3 have been swapped around so that Accessibility/Managing Access comes before Access to records held at PROV.

  • Wording has been strengthened
  • NEW Requirement 2.3

Principle 3

Requirement 3.1

Requirement 3.2

  • Principle 3 wording has been strengthened

This Principle and Requirements are included for completeness - you do not need to comply with these as part of routine operational processes.
